Amazon Pay ICICI Credit Card Eligibility Issue

I’ve been an Amazon customer for over 10 years and a Prime member for several years, but my account isn’t eligible for the Amazon Pay ICICI Credit Card. What’s confusing is, if I create a brand-new Amazon account with no purchase history or ICICI relationship, that account becomes immediately eligible.

I contacted ICICI support, and they provided the attached response, but it doesn’t clarify why my account is ineligible or what steps I can take to qualify. I have asked them for further clarification and should hopefully get a response tomorrow.

Has anyone else faced this issue? Any suggestions on how to resolve this?
